Ensuring even distribution of resources for bringing about change

The way a health system is financed is a key determinant of population health and well-being. This is particularly true where the level of spending is insufficient in many states of India to ensure equitable access to health services and interventions. TASTs work with state governments of Bihar, Orissa, West Bengal, Madhya Pradesh, and Andhra Pradesh to best identify ways to raise sufficient funds for health, pool them together to spread the financial risks of ill health, and ensure they are used effectively, efficiently, and equitably. Several initiatives to address appropriate health financing are -

  • Ensuring that public health expenditure is given appropriate priority by state governments
  • Implement a mid-term expenditure framework, or mid-term budget planning
  • Raising spending on health and increasing the share that primary health care receives from the government's health budget
